The HIV/AIDS Asia Regional Program (HAARP) is an innovative program that makes an inclusive response to drug related harm. HAARP is working to reduce the spread of HIV associated with injecting drug use among men and women in South East Asia and China. It aims to strengthen the capacity and will of governments and communities in the region to adopt effective harm reduction approaches that address HIV transmission associated with drug use, especially injecting drug use (IDU).
Expressions of Interests (EOI) are sought as part of HAARP for one or more cross border projects.

Expression of Interest for Cross Border Projects
The HIV/AIDS Asia Regional Program (HAARP), funded by AusAID, is an innovative program that makes an inclusive response to drug related harm. HAARP is working to reduce the spread of HIV associated with injecting drug use among men and women in South East Asia and China. It aims to strengthen the capacity and will of governments and communities in the region to adopt effective harm reduction approaches that address HIV transmission associated with drug use, especially injecting drug use (IDU).
HAARP is guided by the following core principles:
1. Nothing for us without us - working with affected people.
2. Effectiveness - emphasizing partnership and cooperation.
3. Evidence to action - scaling up, in terms of quantity and quality of harm reduction programs.
4. Respect and protection - advocating for tolerance and social change, in relation to drug users.
5. Reducing vulnerability - creating an enabling environment by addressing stigmatisation and criminalisation.
6. Gender awareness and integration - advocating for action and policy change that addresses the needs and roles of men and women in relation to HIV harm associated with drug use

Submission details and requirements
Expressions of Interests are sought as part of HAARP for one or more cross border projects.
HAARP has up to total maximum sum of AUD $1,200,000.00 to be spent over 32 months.
We expect to fund 2 to 3 different projects between AUD $400,000 and AUD $600,000 each.
The objectives of the HAARP cross border project (s) are to:
1. Provide HIV prevention services to injecting drug users who are particularly vulnerable to HIV infection due to their proximity to a border area between two or more HAARP countries;
2. Improve cooperation and coordination between two or more HAARP countries to respond to HIV risk in IDU in border areas;
3. Support innovative cross border programs and add to currently limited experience and knowledge of effective cross border programming,
The cross border project (s) will support harm reduction interventions at one or more sites between two HAARP countries, Cambodia, China (Yunnan and Guangxi), Burma, Laos, and Vietnam. We proposed the following border regions for consideration:
1. Southern China (Yunnan and Guangxi) / Northern Vietnam
2. South-western China (Yunnan) / Eastern Burma (Shan State)
3. The “Golden Triangle” (between Burma, Laos, Southern China and Vietnam)
4. South-eastern Cambodia / South-western Vietnam.

The expression of interest document submitted must include the following information;
• A brief profile of the applying organisation;
• Annual turnover to establish if the applying organisation has experience of working with similar amounts of money;
• Legal status of applying organisation and permission to operate and accept funds form overseas donors;
• Details of proposed cross border project including proposed border area(s), target group and preferred strategies for delivering harm reduction services;
• An indicative budget for the proposed activities;
• Case studies to show a proven track record of carrying out effective harm reduction projects in cross border areas, including budget information;
• Details of ongoing links or robust plans for establishing partnerships and networks to ensure cross border cooperation and coordination
All expressions of interests received will be reviewed and scored against the same key criteria.
Expressions of interest should be no more than three A4 pages and should be submitted by

Additional Information:
Following receipt of the expressions of interests HAARP shall compile a tender list and contact those we wish to invite to provide a full proposal.
Those who are chosen to submit a proposal will be requested to provide a fully costed
detailed response to the tender brief. This submission shall be scored in accordance with the
price / quality award criteria as laid down in the tender documentation.
It is proposed the cross border project (s) will commence activities by 1 Sept 2009.
All information exchanged, as part of this process will remain confidential between the two
parties and not divulged to a third party without the express permission of the other.
Agreement to this method of working must be agreed prior to the consultant being included
on the tender list.
